Sir, Today's Daily Observer (page 4) carried a story about the World Bank's Publication on The Ease of Doing Business Rankings in 189 states. The headline suggested  that the Antigua and Barbuda ranking made a "rapid decline" from previous years when, in 2007, the ranking was 33rd and today it is 89th. First, the World Bank publication indicates in its heading that "the rankings are benchmarked to June 2014". The ABLP took office on June 13 2014, and was therefore the government for 17 days during the 360-day period when the assessments were made.
